Course re-enrollments -- admin permissions

We have several safety courses that users may need to re-enrolled in, especially if there is an incident.

Currently, there is not an option for a system administrator to re-enroll a user, unless they create a copy of that course... That is not an ideal option. I do not need all of these duplicate courses in the system because that is the only way for someone to retake a course.

Asking the user to re-enroll is not a good option either when it comes to safety incidents.

System admins should be able to reenroll and it show a new enrollment record, keeping the prior one too.
